I'm pretty sure he's trolling. MTV hasn't had any music videos since at least 1998.
There were some music videos I kind of liked. But they probably don't fall into that time window.
I'm an admitted VH1 Classic addict myself. If that was the only channel I got I'd still be a happy guy.
Poets of the Fall - Carnival of Rust

It's outside the specified time periods, but that's all I've got. I think the original song was recorded initially back in 2005.

During that time period, I can't think of any. But 1993, Megadeth - Sweating Bullets is still a favorite of mine. Tool had quite a few videos during that time that were pretty good as well. I think the early to mid nineties was a better period of time for music videos.
It's a shame what they did to MTV. I bought a lot of CDs based off of music videos I watched on MTV.
Sorry I didn't check from which years these are, but:

Window Licker (1999) (if you can watch this from start to finish without your brains exploding at least a couple of times... well, good for you, I guess)

Sabotage (1994) (most full length action movies don't have as much action as this one small music video!!!)

And this one always makes one smile and gets you in a good mood:

Sexy Eis (1996)

EDIT: Added years. So "Sabotage" and "Sexy Eis" were older than I remembered.

You're asking a guy who thought the number in "Now that's what I call music 84" referred to the year. Sadly (for the benefit of non UK visitors) 84 is the issue number.

Foo Fighters - Learning to Fly was pretty good.
Boom Boom Satellites - Dive For You 2004 - GEMA sigh, the official video with appleseed scenes is in Germany not available^^

Alexisonfire - Accidents 2004

BUSH - The People That We Love 2001 - can't count the evenings listening to that while playing Hot Pursuit 2 with a friend.

Not trolling. I just wanted to see a thread with videos from 1999 to 2004 because music videos from those years seem kind of neglected lately compared to music videos from the 80s, early 90s and the recent stuff. OR maybe I'm wrong? It is still something I've not seen on GOG.

I wonder if I'm the only person who thinks, Tool music videos are pure insanity.
