I'm looking for a city-building or simulation style game that on the whole is more relaxing and low-key than combat intensive games. A game where you are generally free to build as you wish without a lot of distractions (attacks, disasters), where a lot of the pleasure of the game is from watching your city flourish and not military victory. I don't mean a total lack of challenge, but on the whole I guess it might be considered easier.

You mean Pharaoh? It's good as well, but it's more complex, and has a higher learning curve than Zeus. It's also credited as being more realistic, although i'm not sure if that's a good thing or a bad thing. In any case, i really think Zeus is what you're looking for, from your description.
Children of the Nile might fit as well as it's a good city builder with a generally relaxed pace. It's not on GOG though so Zeus may be a better option.

There's always Open Transport Tycoon Deluxe, it's relatively easy on the easiest and gets harder depending upon what settings you choose.

Been awhile, but Sim City 2000 is like that. I think you can adjust the game play settings to suit your style. It has been many years since I've played it, so I might be wrong.

I'm like you, I like to build and watch it flourish, so I'll be watching this thread for suggestions, too. :)

The Zeus and Pharaoh bundles are on my wishlist for now, we'll see when I can actually nab them. :)
