Looking through eBay, it seems the version of New Vegas published in Eastern Europe/Centralasia (Russia, Ukraine etc) doesn't require Steam. Can anyone who owns this edition verify this, as I'm thinking of buying one off eBay (despite already owning it on D2D/Steam)? Also does it come with other forms of DRM?

I don't know how 'Eastern' in this context is Polish version, but it requires Steam as well.
Edit: So does Russian version, looking through official 1C forums.

Can you show us some link which says EE/CE versions does not need Steam?
I doubt there's any version of this game that does not 'require' steam, but like FO3 there might be a workaround to simply bypass it. (the mod manager most likely)

Check the Nexus for FONV 4GB ram enabler. There was a version that disabled it from Steam.

The copies on ebay from Eastern Europe that don't require steam are not legal copies.

Eastern Europe is almost as bad as China when ti comes to bootleg copies of things. Might as well download it for free rather then buying from them since it's the same thing.

Pirated games here cost less than a few dollars. ;)

lol? As you see above, the fact that game is in EE version is not making it playing only offline
You can play a game with russian (русский) or english (английский) languages.
That sequence made me think its pirated copy as most of them come from Russia. Also if this version is for EE it should include other languages also :P
