That seems to be little more than an unsourced rumor.
Family Sharing is dead (killed off as part of the DRM change announcement) so it doesn't really matter at this point.

JMich: What reason do you have to buy a PS4? If the answer is "Games", then a PC could probably do the same. If the answer is "Platform Exclusives", the same holds true for XBox One or WiiU or any other platform.

There has been some talk of Microsoft possibly announcing self publishing on the Xbox One through the Windows Store at the Microsoft Build conference.

Some tweets linked there mention talking about the Xbox One apps store. Also Notch mentioned hearing of something for small/indie developers on the system but can't say more yet.

I hope this comes true. The indie games section on the 360 had plenty of crap, but there were still quite a few good games that showed up there. This would also make sense with them switching Xbox Live over to actual money to match the Windows Store so one account could buy games from both.
