2 windows games i am trying to look for. One was a pacman game i played in the 90s in which the main pellets were like dog bones and it had a story to it where pac man was created to get the humans food back or something. The game had 100 levels total i believe and it also had a save feature that you could save at any point in the level and load from there so you can preform trial and error without much punishment. It had 16 bit style graphics i think.
The other was a game i also played in the 90s that was a top down 2d space shooter where your health was indicated by this thing that sort of looks like a num pad on a phone and it had this green diamond thing as a boss for the first level. I do remember that if you played with a joystick that had a turbo switch on it your gun would turn into a machine gun on your ship. The ship was sort of a grey triangle with a flashing thing on the back to indicate the thrusters.

First, you need better formatting...if nothing else, add some blank likes...it's hard to read.

I Googled "Pac Man clone dog bones"...and found a couple of things....was it "Mouse Trap"?

no It was a game using the pac man name In the story they called pac man, pac man. Maybe it was something really underground but I remember getting it off of aol when that was a thing in the days of dial up
Cats and Dogs was a PacMan clone for Colecovision I used to play all the time but that obviously wasn't it.
