I have download panzer general II on my desktop computer. Is it possible to install that game on my laptop withtout paying again?

Yes, as long as it is your laptop.
Sure you can. As long as you use it. Although if your friends or family members takes it for a try, we just might turn a blind eye ;)
You are allowed to download any game you buy here as many times as you please for your own personal use. You can also back it up to physical and digital storage devices and install it on any and all computers you own. Basically, you can do what you please with your games as long as you aren't giving away or selling copies of your license.

On your main computer, there'll be a panzer general 2 install file, you can just copy that to your laptop & install it from there. The downloader isn't like the steam client, it just downloads the games, it doesn't install them and isn't required to run them

These are the new join threads that I don't mind. It reminds me of discovering the joy of GOG for the first time, and you really can't blame them for asking because it is so unlike the rest of the gaming industry.

What Aliasalpha said, but the download location might not be obvious. The downloader has an Options button that lets you specify where the installers are saved. Look in that location for the installer file, which you can then copy to another PC of yours (don't give it to friends, family etc).

After copying the file to the other PC, double-click that installer file and it'll go through a 'file integrity' check. Once that is completed, you'll see the setup screen. You can probably figure out the rest from there - there are only a couple options for setup, like installation location and whether or not you want to install add-ons and such.
