Kangaxx54: I really liked the one from daggerfall - you could customize your strengths and weaknesses forever until you got the ultimate in Min/Max. Baldur's gate is also good, if a bit more formulaic.
Darklands, or Realms of Arkania should suit.
Charisma useless in Fallout? Lol. I've won almost entire game with my hot 19 charisma + sex appeal chick almost entirely by talking. And doing some kinky stuff.

If you create your char in Fallout to make fight a last resort, you will discover a totally different game.

Sneaking and stealing is also an option.

RFS81: I don't really know about Fallout 2, but Fallout 1 also had it's share of pointless stats. For example, Science is a total waste of points, likewise Charisma, but Agility is God.

I did not play it as a shooter. But still, Charisma does nothing, the Speech skill does all the work when interacting with other characters (Yes, Charisma adds points to it, but that does not really matter in the long terrm). And again, I am NOT talking about Fallout 2 here, I did not play it enough to pass judgement on it. It migth be entirely different.

And on my first play through Fallout 1, I actually played as a scientist - high intelligence, Science as tag skill. Please correct me if I missed anything, but I found only two uses for Science: Lecturing farmers about crop rotation for some EXP and hacking computers. And you can try hacking an unlimited number of times, so my high Science skill only saved me a few mouse clicks.
