i think psn downloads can be shared btw 5 accounts on the same ps3 (i have 2 ) but it will always be tied to owners psn account .

yes once in a while you will have to connect to internet for the psn games to work , i had no net for about 2 months and the psn games refused to work after about 30 days had to connect
classic example is infamous , after a while of offline days it suddenly started to ask to connect to the internet to sync the ps3 time and refused to work

The DRM is built into the console, PSN is just how you download new games, patches and where the community features are.

It depends on the game

Almost all games can be played offline once downloaded to the console

There are however some games like Bionic Commando rearmed 2 and Final fight, double impact (Fucking capcom) that will work only when you are online and signed into your account

Also: Since you own a PS3 now, get Joe Danger, Soldner X and Soldner X2 (both of them) and Afterburner climax, these are essential, must have titles imo
For the most part, you can play without internet, and they're not necessarily tied to your account. So you can buy a game off PSN, install it on your PS3, log into someone else's PSN account (like a brother/sister/girlfriend/boyfriend's) and play it using their account if you so wish.

As I say, you can play without a connection, but there were a few Capcom titles that did have always-on DRM additionally. I think Capcom decided to pack that in pretty sharpish.

They are, however, tied to your PS3 until you deauthenticate them. much like SecuROM. You used to be able to download to five PS3s. It seems people were misusing this, so they reduced it to two PS3s (if it's a PSN mini, you can download it to two PSPs or two Vitas in addition).
