this is correct. as it said, when you have registered your email address, you have already decided to allow steam to do such additions. You have to drop out manually, if you don't like it.
One addition:

This system is like iTunes, you are registering computers with the steam account (as much as you like I think). When you try to buy a game from a not registered computer, you will get a mail with a code, that you have to enter, before the buy is processed.

I disabled this yesterday. Apparently it got confused by the fact that I used my browser to buy a game, instead of the Steam app. On my own computer.

I'm sure it'll be made mandatory soon enough, though.

Yourself of cource, that's why MS developed UAC to protect our computers from ourselves. And yes, UAC ALWAYS knows better than user and users are by default, wrong.

Its designed to protect users against their own stupidity (so that those who give up their login to phishers wont get their account stolen).
Just turn the damn thing on! It gives you more protection. :p

Way too many conspiracy theories these days. :D
