This is the 3rd time it has happened over several games. Current occurrence is with Far Cry 3 which I had started to download 2 days ago on Saturday. I hit 8gb worth of download yesterday with just 500mb to go. then I shutdown my computer. I launched Steam just now and it starts downloading at 0%. WTF. Since this is the 3rd time happening across games, I find it highly annoying. I only have a 3mbps connection and will take nearly a whole full day to download an 8.0 gb game.
I tried copying the files from "downloading" folder to Steamapps->Common->Far Cry 3, it doesn't work. I'm getting more and more paranoid about using Steam and I've already kept my Steam game purchases to a minimum.

0%, 0.0gb start. Basically started from NIL aka fresh install/download.
There's been some posts on the official forums regarding this happening to some people. It's related to the newest Steam update.

In theory it should show you as 0% of 8gb but go through the amount you've already downloaded at a faster pace. If it doesn't, then before you shut down steam, make sure you're pausing the download.

Steam has always been funny about partial downloads if you don't pause them and allow it to write to its cache prior to closing the client.

What could also work is moving the partial download into the proper folder where the full game would be and then restart the download.

You can move full games with this without downloading them again, could be working with partial downloads. Just copy the partial download before you cancel it, as otherwise you lose the files.

I tried moving the files into Steamapps\Common folder before posting this like how I normally move backuped Steam game files to a new or formatted harddisk. Installing the game brings up discovering existing files for a while but the download still starts from 0%.

Just happened to me too, with the Payday 2 Beta. I was 2.7GB in (1.5GB left to download) and as I had read this thread beforehand I made sure to pause my download each time I quit Steam. First time it was fine and resumed from 1GB where I then downloaded the next 1.7GB. This time, though, all wiped out and downloading from scratch.
