Ah, THAT is what fellow logicians call "a loaded question". The underlying premise of "there is a certain number of votes needed for a game to be made available on GOG" is false :].

...since, y'know, overlords keep control over stuff. If GOG had enough overlords (-> control), they'd probably be able to release everything always and maybe start properly tormenting people with the Wishlist votes.

The wishlist is also helpful to minimize the threads about wished games here in the forum and the discussions that started everytime after it. So, it's helped to make the forum a more peaceful and relaxed place ;-)
