It was a racing game, but in different courses with vehicles like a fan boat, a helicopter and a front wheel loader, also remember that one of the characters had a mohawk, i think you could change the color of it's hair aswell

Wild shot without knowing more info but maybe one of the Micro Machines games? not sure if you could change the hair colour but I vaguely remember one of the playable characters having a mohawk, and the varied vehicles fits.
