Is it the cannibalized remains of what was supposed to be a full-on True Crime title? It's hard to tell what Square-Enix is doing, buying up developers and becoming more of a bloated publishing house. The sort that has to put their own edits on every publication, fucking the whole thing up. They may as well throw Kane and Lynch in their great big stewpot, and turn every character into an androgynous male runway model with a big honkin' phal-, ...sword.
