I'd imagine most of them were voted for before being released here. But yes, Outcast is the only top 10 entry to get released so far.

Outcast was in the top 10 when it arrived, and nearly every game that's been released has been on the wishlist before it was released, even if it wasn't super high on the list.
Now to answer the question you're really wanting to ask. No, the amount of votes for a game does not directly correlate to the chances of a game being released on GOG. Unfortunately the GOG staff is still constrained by the need to get publisher contracts together and publishers aren't always swayed by the number of votes an IP they own will have.

Yes, Outcast, King's Quest series, Space Quest series, Total Annihilation, to name a few.
The easiest way to know is pick a game that is already on GOG that you would like to know if it is on the list and type it in the Wishlist and see if it pops up.
