Yes it is - as listed on the game page :

Patched to version 1.69

There had been problems with copies of the game requiring the 1.69 critical rebuild patch,but the download was fixed a few weeks ago.

Yeah. There was an issue when it was first released where it had some files missing, so you had to install the 1.69 critical rebuild patch, but they've fixed it now.

It doesn't hurt to install the critical rebuild patch anyway. I would do it...just to be 100% sure...
