I'm trying to run the Witcher 2 with this hardware configuration

AMD FX-6100
ASUS M5A78L-M
8 gigs of ram
Nviida Geforce 610

What would be the best settings to run it at? Fraps is giving me wierd signals with varying FPSs across different resolutions

The 610 will be the holdback for your system. Start with the lowest possible setting . Try a screen resolution of 1280 x 720 and possibly windowed mode.

Fixed that for you. Opportunities for lame Shakespeare humor don't pop up every day, after all.

Currently the only playable framerate I get ingame is when I run it at 640x480 and when I use a Witcher 2 tweaker. If I move it a smidge higher the framerate drops to the 20s while in combat

That would be the 610 issue . Being that it`s an entry level card. If you can afford it a 650 or 660Ti would let you play on high settings
