All of a sudden I am not able to talk to any of the NPC characters.
I have tried loading earlier saves but nothing works.
It is so annoying because I am right at the end of the came but I can't continue because I can't talk to the character to continue to story.
I have tried removing and reinstalling the game but no luck.
I have tried patch 1.1 and I have just installed patch 1.2 but the same problem occurs.
I REALLY don't want to have to start all over again.
The same problem occurs if I used mouse/keyboard control or XBOX controller.
Does anyone have any ideas?

Probably has to do with installing CAP4 update for AMD drivers.

Try rolling back to the last driver you used before.

it's CAP4 which fixed the light issue but introduced this bug

Thanks. That makes sense as I did recent'y install CAP4. I did think of that but I think to myself "no, how can installing a new CAP cause me not to be able to talk to anyone"
Welcome to the wonderfully strange world of PC gaming.
I will remove the CAP4 and see what happens.

I have a similar problem, but I can't talk to SOME NPCs. I have a Nvidia 630M, so I do not know what is CAP4. Any idea?? Help me please, I am at Chapter 2 and I cannot talk to the "store man"!!

Try switching ubersampling on before trying to talk to that person. You'll might have to reduce your resolution to keep things from being a slideshow, but switching uber on or off (whatever the opposite is of what it currently is) sometimes fixes people who can't be talked to.
