I started playing Withcer 2 before I had downloaded the DLC "Troll Trouble" due to getting server errors in the launcher.

Now the DLC is installed but I wonder if I have to restart the game to make use of it?

No, but you must be playing Act I. Go to the the board outside the tavern to get it.
