i got this game and it doesn't seem to run properly at all
mouselag is crazy and framerate is rather low too from what i can tell

i got a laptop

AMD Radeon HD8730M
intel(R) Core(TM) i5-3337U CPU @ 1.80GHz (but i can see it go up to 2.8 on other stuff)
8GB ram
win8(didn't download 8.1 yet)

drivers should be up to date (if not it should be only 2months old max)

even on low( or everything turned off) it doesn't run properly, i even went down 800x600 resolution and it was still lagging
although it was a "bit" better now

only thing i did so far is try the steam fix for the mouse lag in the ini files which didn't really help

i don't know alot about pc's so keep it simple

This is below the Minimum spec to run the game.
Turbo boost that speeds your CPU up doesn't work when both cores a fully loaded.

A Core 2 Duo 2.2 is entry level to run the game on low settings.

i'm no expert when it comes to benchmarks but according to this my cpu crushes the min specs

and i might be completly wrong but doesn't the core2 have just 2 cores and mine has "4"(only 2 physical though)( so it still allows the boost for "2" cores?)

also i checked task manager when the game was runnin and my cpu wasn't being heavily used

i think the game recommended high settings (but might have been medium)

Try lowering the graphic settings and check if vsync is turned off (sometimes that is at fault for the mouse lag).
Your CPU is more than adequate. The game isn't particularly CPU-bound anyway.

It's the GPU that holds you back. It's around the practical minimum for the game. 1280x720, low or medium settings should be just on the threshold of playability.

The updated WDDM drivers in Windows 8.1 appear to be a big win with AMD GPUs. I'd consider updating to 8.1.
Is the laptop switching to discrete graphics when running the game? If not, that could be the reason for the incredibly low performance.
i updated to win8.1 and it was a bad idea
it gave me a blue screen(after trying to play a different game) caused by a bad driver for the integrated grafics card

not sure how to check what grafics card it uses
also cataclyst control center doesn't work anymore( which isn't uncommon either after the 8.1 update)

after updateting some otther drives manually atleast the other game worked again so i hope everything is fine for now

as for the witcher now it has black bars rolling over the screen randomly(kinda like what you would see if you video tape a old tv, but with black bars) maybe i should just look if the refund system can still do anything for me

i like to thank everybody that tried to help and maybe i'll try some other fixes if anybody has other options

Go to options in the launcher and set
Screen Resolution - 1280x720 is probably the best bet
SSAO - off
Shadow Quality - low (doesn't make much difference, visually)
Number of Shadowed lights - low (neither does this)
LOD Distance - experiment with this, near or normal will probably work
Blur Effects - off
Vertical Sync - off (will help mouse lag a lot)
Anti Aliasing - off
Light Shafts - off
Ubersampling - off

I also recommend leaving vignette and bloom off, but leave motion blur and depth of field on if you can. They look really great in this game.

i fixed it a bit ago by deleting both my grafics card drivers(which probably used some basic drivers after reboot)
i didn't test much after i did this because i was playing something else at the time
but the game was playable atleast

will check later how far i can push it :)
