Hi I've tried multiple times to download this game and it stops at 24.83 GB.

I've tried uninstalling and reinstalling, downloading from scratch.

Has anyone else encountered this issue?

I had no such issue, maybe there is a problem with the download server for your location. Did you try both, the gog downloader and download from browser? I think gog support can help with your download problem.
