mcv: Everybody is a potential criminal. What pushes people to actually commit a crime varies wildly, but I suspect being treated like a criminal anyway is reasonably high on that list.
I think it's more like ...

I sell cupcakes.
If you steal a cupcake, you get a cupcake.
If you buy a cupcake, I'll put a piece of glass in it.

It's not about treating people like criminals, it's about being treated WORSE than a criminal.
