I saw on the Steam page that you can request access for REDkit:

I second this request. I have access to the Steam REDkit and am using it with my GOG Witcher 3 install, but I would much prefer to keep Steam out of it.

From what i see, that is Free.
All you have to do is add to favorites and request access will appear.
I am not aware that it needs anything else. It didnt show for me
