I wanted to craft a Chernobog runestone and I already have 16 of the lesser ones in my inventory but the game doesn't recognise that in the crafting menu. Neither does it recognise the Lesser Stribog Runestone I already have in my inventory. I don't think that this is purposefully so. It is a bug, right?

More than likely a bug,yes.

I believe it is a bug, I've seen similar reports and also with the mutagens.. just clumsily setup design for the crafting of those things really.. so not a bug as such but a poorly designed and/or implemented part of the crafting system.

Runestones and glyphs appear to have three tiers, but the lower two, while different, have the same name. There's an oversight here, at the very least.
