I think I might have missed a popup about this in the movement tutorial as it disappeared before I could read it.

Is there a way to safely climb down ledges without taking massive damage from a minor (like, 2 meters) fall?

Is that only at set places or can I do it anywhere? There's a few places along the coast in the first area where I've spotted Drowners on the beach below but had to take the long way down to reach them.
There doesn't seem to be a way to properly climb down ledges. What you can do is that you walk over the ledge and press space during the fall. That way you'll take less damage at least.
It's odd, you see npcs do it all the time. Seems Geralt is too cool to climb down safely, he's rather just fall.
... just like Zax said:

- go over the ledge
- hit space bar TWO TIMES when you are about to go to ground >>> Geralt will end up his fall with a roll (if you timed the double space bar right).
