Is it possible to delete saves but still have cloud saves active?

If I use the Witcher 3 menu to delete saves, Cloud Sync just downloads them again.

If I manually delete them from the savegame folder, Cloud Sync just downloads them again.

If I disable Cloud Saves, use one of the above methods to delete the save games then reenable Cloud Save... you guessed it, Cloud Sync just downloads them again.

I don't want to delete all the save games, just reduce the number of them.

Then you're doing it wrong. Delete any saves you don't want in-game and then, while Galaxy is running, quit the game and wait. Galaxy will re-sync your saves to what you have at the moment you quit.
I have tried deleting them in-game. I even tried deleting them in the Save and Load menus just in case.

After quitting the game GOG just downloads the deleted save files again.

Then either you are being impatient or you have a network issue that's preventing Galaxy from syncing. When you quit the game, be PATIENT and WATCH Galaxy. It will say syncing cloud saves. Wait until it finishes and says complete. THAT is the way Galaxy works.
deleting the saves while the game is running with gog active and cloud save enabled will remove them. there is a button in backups and goodies section of the gog witcher 3 options that is called "cloud saves backup copy". that particular backup apparently cannot be deleted and can and will replace/append the synced backup. been looking for a way to permanently remove those particular saves.

And THAT is what I have been doing.
backup will append with latest sync by toggling cloudsave off/on.
