After I spoke to a fisherman about Tamara and Anna I have two objectives:
1) Talk with Baron about his family and
2) Visit Tamara in Oxenfurt but i can't do anything.
When I come to Baron I don't have the option in dialog to trigger Ciri memory

When I come to Tamara I find nobody there
So how could I complete this quest?

Edit: I was able to complete the quest by loading an older save game before I started Ladies of the Woods (Although I lost about 20 hours of gameplay)

Not sure if it matters, but how far in are you with Keira Metz story. Do you have Ladies of the Wood quest yet?

Yes, I have completed Ladies of the Wood before I visited the pellar and I did not save the children.
I have also completed Keira Metz side quests, I sent Keira to Kaer Morhen.
