That is odd. Does your account show you own it?

My link is as follows: Go to the Witcher 3 game in your account. Click on "More", click on "GOG downloader links" go to the bottom where it says MAC OS DLC or something like that. My link was there (along with Heart of stone and the other DLC pack). I don't own a MAC and it is working fine so is a Windows DLC download. Go figure. Download the latest patch first.
If there is no GOG downloader anymore (asked support about this?), not all is lost because you can use an Internet downloader (there are several out there, "IDM" maybe the most reliable) in the same way the GOG downloader worked!

Just follow the procedure that "Cymbeline" mentioned, and simply click on the entry you want to download. The IDM will show up and you can start the download.
Reliable, not only useable for GOG...
I have always used the GOG downloader myself but seeing as it is no longer supported and strange things are bound to get more frequent, I have lately taken to downloading my GOG games with the download manager "Downthemall" which I STRONGLY recommend.
You don't have to start the program each time you download something, the usual prompt when trying to download files (provided you configured your browser to ask for confirmation of downloads) is extended by a "downthemall" option with a configuration button.
