One of them is in Novigrad, you can unlock him by completing a secondary quest.

yes but i failed that quest and now i don t have acses to the master blacksmit in novigrad and i didin t find another master blacksmith.......any ideas..????????

You could load a save prior to failing that quest and try again... anyway, there is also the dwarf in Crow's Nest, but he requires completing a quest, too.
