is there any way you can steer the horse with your mouse? using the keyboard keys to steer is very hard for someone in my condition I can only control the horse at slow phases or if I'm on a road but to travel fast is damn near impossible and don't even ask about the horse races because I'm not able to do any of them due to the fact you need keyboard control

o ok, had a quick go, I can steer the horse with the mouse, holding W down, and using the mouse to steer.

That is right, if you hold W, the horse will always try to head towards where your mouse is pointing. This works when you hold shift or tap and hold shift.
