I'm very new to gog.com, so I'm having some questions on how this works.

I got a key of witcher3 from Nvidia offer. The offer says I can dowload the game only once.
I would like to install it on my computer, but I'm planning to upgrade my Motherboard and CPU. Therefore I will certainly need to reinstall my system and indeed The Witcher 3.

So my question is, if I install the game now, will I be able to reinstall on my 'upgraded computer' ?

You can download and re-install this game as many times as you wish. You can even make a copy of your save games and use them later when you re-installed it.

Does the same rule applies to both purchased and free version from Nvidia ?

If you got your Key, redeem it on GOG.com and all mmarci said will be true.
