witcher 3 installed with patch

recommanded setting by nvidia experience panel,
still same problem when i reduce detail to a minimum though, so it's not a "performance" issue

fps with fraps = constant 30 fps => really, it does not look like a performance issue

BUT

when i keep my gamepad right stick to have a small rotation from left to right for instance, it's _really_ not smooth.
=>kinda, smooth 0.5 seconds, then hiccup, then resmooth, then hiccup.

i stopped all exe i could, even my antivirus, though task manager => still same problem

i check gameplay with mouse, i feel something is not smooth at all too, under the witcher 3.

standing Animation of character is ultra smooth, other animations like birds, smooth, when i'm walking forward, smooth. It looks really like a rotation / gameplay problem.

btw, i checked with dark souls 2 => camera free look / rotation is really smooth.

so
-am i the only one to have this problem
-do you need a video sample as proof ?
-is there some kind of fix ? i really don't want to play that for now (i'm not in a hurry though)
-i can try - later - a format and full reinstall of my windows OS, but i fear it will be useless

thank you for any help (support ?)
Could you type that out in a way that doesn't give people head aches?!
Try turning off VSync ingame, while turning it on in your nvidia control panel. Removed all the lurching related to camera-movement for me.

(sorry for the TV sound behind)
rotation should have a constant speed, right stick of gamepad is in fixed position
No it's not just you, I too have this issue along with many more. Even people on the PS4 are experiencing the same issue. At first I thought maybe it's an issue with the ds4 pad so i plugged the xbox pad in and the problem remained. I then tried turning G-sync off, see if that sorted it, nope. I then tried borderless window, setting pre rendered frames to 1, forcing the refresh rate via inspector, capping frame rate via RTTS instead of using the in game frame limiter, tried v-sync off, nothing works lol.
