I'm currently level 13 and still have the starter silver sword. Where can i get an upgrade i can't find any in blacksmiths.

You get crafting diagrams for both a better steel sword and a better silver sword when you complete the Viper School Gear Scavenger Hunt secondary quest.

There's a wicked silver sword with a lvl 13 requirement, just perfect for you. I found the schematic somewhere in the White Orchard by doing sidequests. I'm only lvl 4 so I can't use it yet. :(
