Isn't it supposed to slow down time? When I use it, I don't notice any affect at all?

No, that was in The Witcher 1. I guess that it slows the time when you kill an enemy.

It's not very useful until you get the upgraded version that makes your abilities not cost any stamina if you have full adrenaline. You can whirlwind like a mad man! :D
