What if I'm playing a TBS from before that or where such a tactic doesn't exist?

I love RTS because I find them easier. but a lot of people find them too hard and thus prefer TBS. I find TBS way too difficult and can't for the life of me understand how someone who likes them could find RTS difficult. I guess It comes down to the individual gamer and in the end is an ambiguous subject at best.

that's not what I meant.
It's movement points, hit points, all the math that goes into it. It's way too complicated for me.
I'm reminded of a problem that some games have; a missing difficulty.

Metroid: Zero Mission is my favorite example of this. Basically, the difficulties are as follows:

Easy: You are not going to die, even if you aren't paying attention. Losing to a boss on purpose could be expected to take longer than killing the boss, even if you aren't a good player.

Normal: Game is rather easy, though you can die if you're not paying attention.

Hard: Game is extremely difficult. Bosses will take several times, and I hear that the stealth section (fortunately not insta-fail, unlike some other games) can get quite nasty. Enemies deal double damage and health upgrads are only worth half, plus ammunition is more limited.

That game really needed to have a difficulty that's harder than Normal but easier than Hard. Maybe have it work like Hard, except without the doubling of damage received?

I could also mention Puzzle Quest, where Normal is too close to Hard. Easy has the AI choose moves in the top 50%, normal top 10%, and hard always the "best" move. I personally think that maybe normal should have been top 25%, with perhaps always having a chance of choosing the second best move (unless the AI has only one legal move, of course).

I think, she has problems brewing her tea. She probably buys loose tea and now her teaball doesn't stay shut anymore.
