Both games have skirmish modes.

Maximum players is 4x4.

Plus there are three additional scenarios to play (for phase one).Although the bonus scenario seems to be bugged since it throws some errors out. Also there seem to be some scenarios for phase two.

Editor is in the game files and it seems to work. There are few custom maps available on moddb which you can download and play in skirmish.

I've read that the Cold War game is supposed to arrive soon. How is it different from Phase I/II?

Can't help you there I'm afraid, I have yet to try men of war, still tempted. If its like blitzkreig you will enjoy it. Others may be able to clarify if the comparison is the same.

But what is "active pause?" Is that like in Hostile Waters where you can move units even when the game is paused?

No, you can give commands to units and they move when you unpause the game. This is what active pause means in majority of games.

If its like bliztkreig you can pause at any time and issue orders that will be acted upon once the game is unpaused.
