I will, but it is unlikely it'll happen.

Unless it is something I want for myself, I need the continued interest of a few people to motivate me. Otherwise, I just see it as wasting my time..
And if I ever want to play Stars!, I can just play Stars! :P

Same happened to XGOG Downloader (I just wrote it to do what I want) and pinnounp for a few months (though I did just pick it back up and made some significant progress).
If you are really good at programming, why not try to make a patch for Stars! that lets it work on Windows 7? It would probably be a lot simpler than making a clone, though a clone would probably look nicer.

If you were interested in a clone, there are a few partially completed ones. If you found an open source project it might not take quite so long to finish it, then we would have a free copy of Stars! that can be modded!

If it was my clone, any graphical improvements would probably stem from using OpenGL. I'm more interested in the functional improvements I could add like territory overlay, better multi-player integration, single-player campaign etc.

EDIT: Multiple monitor support :P

EDIT #2: There is also another reason why I'd rather make my own clone. The GUI would be from an toolkit I would have to make, which I could then use in my other games.

This would basically require a complete rewrite anyway. You can't magically convert a 16-bit application into a 32-bit application; the systems are too different for that.

If you had the source code, then you might get away with not doing a *complete* rewrite, but you would still have to change quite a bit.

Some of the later Wizardry games are awesome. It's a shame nobody has tried to update them :P
