When did the problem arise? If it was recently, do you have a restore point you could use to see if that mitigates the problem? Sometimes, for whatever reason, a Windows update might screw something up for me, so I restore to an earlier point to get around it.
If all else fails, a repair install might help to replace whatever missing files there are. A repair install preserves all your programs and data while essentially scanning for any Windows errors and fixing them.
