But I guess they are starting to offer the extras for BTA buyers only now...oh well, Pirates! would have been a nice addition.
They started doing this a few bundles ago.

I can BTA at the rate that was in place when I bought the first tier. So, I could get the middle tier for something like $4.18... Crazy, if I didn't have Civ V already...
On a rational balance of facts, there really isn't reason for me to be sorry about this bundle. I'm only interested in Pirates from the BTA, and there's no deal to be had there. It's bound to go on sale again at some point, and that's going to be 2-3 times cheaper. Probably just card money, too!

So why do I still feel bummed about not being able to get this?

I'll be damned if that doesn't go right to the heart of sales psychology.
If someone has an excess of Pirates! they either can't or don't want to allow to dock, I'd be willing to grant safe harbor.
My dilemma is now which of these games to play first. Suddenly I have Civ 3, Civ 4, Colonization, Civ 5, and Pirates! Having never played any of these (Civ II was my only Sid Meier game before) and assuming my interest is equally divided among all of them, is there one I should start with? Or should I leave it up to the trusty ol' Eeny meeny miny moe?

Yeah, I have that somewhere, but I'm afraid the Civ2 disc has gone missing :-(

And not quite fond on buying that again at the prices they ask on ebay and amazon. Would love to see Civ 1-4 on GOG, in the same DRM free version, as they were in Civ Chronicles.

Hmmm, should I up my pledge and complete my Civ 5 gold with Scrambled * and Brave New World. Plus I'd get Pirates! (which I would love if there wasn't the f*cking dancing minigame). But it'd break my budget and probably I could get BNW on sale for less. Decisions, decisions, decisions.
Right now, even in sales, BNV it's still at around 7 EURO ( at 75% sales ). Add to that the two DLC's (4 .50 euro each, 2.25 euro in sales, probably ) and Pirates and even with sales you will break over 15$.
Oh, near $10 to get the new Pirates game...

Meh, I think I'll rather buy the non-BTA for $1 (all to charity), and then sometime in distant future buy maybe Civ V Ultimate Complete and Pirates! for a dollar or two when they get that low. No need to rush to them now, after all they are just Steam keys.
This HB bundle is the best I've seen so far.
Sid Meier's Pirates and Civilization V: Scrambled Nations/Continents Map Pack are excellent additions, too bad I couldn't get them as average is to high for my pocket.
