Phantasmagoria is not exactly scary, and it is incredibly easy for any experienced adventure gamer, but it is not a bad game. It has a cheesy horror movie charm to it that makes it worth playing.
And yea, there are not a whole lot of horror games on GOG. Phantasmagoria 1-2, Scratches, Waxwork, Alone in the dark 1-4, Personal Nightmare & Realms of the Haunting seem to be the only ones (Sanitarium & Thief 1 both have horror themed sections, and Gabriel knight 1-2 also has a horror theme, with 2 being a bit creepier than 1).
I have not played all of those games, but out of the ones that I have played I can say the following:
-Scratches has a great atmosphere, well designed puzzles and and good story. A cozy horror game, in my opinion, and one that I really enjoyed.
-Phantasmagoria (See start of this post)
-Alone in the dark has aged poorly, with awkward controls and boring combat. It is a very important game though, and might be worth playing just to see where the resident evil style of action/adventure survival horror got started.
Thief: Not an incredibly scary game, but there are 2 levels that often give people the creeps
