Okay, I admit the unusual member of the Dark Brotherhood might have been a little over-the-top, but it's nothing new. In fact, I think there was a film a while back called Let Me In that shared similar undertones.

Is this about the non-restricted marriage thing? Do they know what a pain in the arse coding that OUT would have been?

I think this is a joke/troll petition (i.e. the people are making a modest proposal perhaps based on the earlier parody article about Skyrim aliasalpha linked to in his thread). :)
