LarryP: So I'm not alone on this. Does adjusting the sensitivity make any difference with you?
I went into the user.ini file and changed those settings, and it made no difference. Very weird. Here is the section of that file:

That is my settings...It provides me with excellent control.
Note: If the game runs slow, then the mouse input has delay. This is noticeable when the mouse runs superbly in the main menu but starts to behave woozy while selecting dialogs while playing the game during interactive cut-scenes.
1. Using mouse in the Main Menu - no issue to me, mouse input is superbly responsive.
2. Using mouse in the inventory - no issue to me, mouse input is superbly responsive.
3. Using mouse in the meditation menu - a minor delay (which I feel is agreeable since I am not actually playing)
4. Using mouse to look around with game's camera while playing - no issue to me, mouse input is superbly responsive.
5. Using mouse to select dialog's, during conversations - only issue if the game is rendering heavily in the background and my graphics card is actually running slow, else no issues.
I also tried with dampness enabled and fiddled with the 'MouseDampX' and 'MouseDampY', but it almost makes my mouse behave like a very evident joypad (like how I used to emulate mouse for analog input for ps1/ps2 controller emulation).
