OmegaThree: This is a fair question. The answer: you find plans for a higher level than you're supposed to be when you find the plans. And it doesn't level. There is no level 30 Silverton sword. An AK-47 doesn't magically become an AK-74 because you gained a couple levels. The whole crafting system leaves me at a bit of a loss, to be honest, which is why I opened with, this is a fair question. But the more I play, the more I realize this game isn't really about balance at all — why am I accidentally bumping into encounters 12 levels higher than me? — than it is about exploration. So, explore. Figure out what you can exploit and how. Be happier for it.
But, it is a fair question. There are definitely some balance issues.
I just finished the main quest at level 35 and some of the DLC gear is for 37 speaking of which while back in White Orchard the merchant has the DLC Temarian gear @ lvl 29 [shrugs] can't get any experience from killing monsters or exploring ...don't know if it's just me but I feel a little sad & lonely when there are no main quests in queue, weird.
so I'll just finish up the rest of the "?" in Skellige waiting for mission DLC to drop ...
but locked levels in schematics WTF I understand the need to have a level requirement to use but once it is unlocked I feel that it should be able to crafted @ the current the level esp Relics that require a Master ... anyway rant over
