so armor and weapons scale as you level and sometimes you will be lucky to find gear that will fit your needs ... so why is it that schematics are locked to one level? why can't my master armorer & blacksmith craft me gear for the level that I am at. kinda lame for it to be like that
This is a fair question. The answer: you find plans for a higher level than you're supposed to be when you find the plans. And it doesn't level. There is no level 30 Silverton sword. An AK-47 doesn't magically become an AK-74 because you gained a couple levels. The whole crafting system leaves me at a bit of a loss, to be honest, which is why I opened with, this is a fair question. But the more I play, the more I realize this game isn't really about balance at all — why am I accidentally bumping into encounters 12 levels higher than me? — than it is about exploration. So, explore. Figure out what you can exploit and how. Be happier for it.

But, it is a fair question. There are definitely some balance issues.

I just finished the main quest at level 35 and some of the DLC gear is for 37 speaking of which while back in White Orchard the merchant has the DLC Temarian gear @ lvl 29 [shrugs] can't get any experience from killing monsters or exploring ...don't know if it's just me but I feel a little sad & lonely when there are no main quests in queue, weird.

so I'll just finish up the rest of the "?" in Skellige waiting for mission DLC to drop ...

but locked levels in schematics WTF I understand the need to have a level requirement to use but once it is unlocked I feel that it should be able to crafted @ the current the level esp Relics that require a Master ... anyway rant over
I'm not exactly a fan of the "Borderlands" style gear system myself... Far as power goes, I think I preferred it in Witcher 1; strength as a function of Geralt's strength, the gear merely augmenting that...

Well, it does seem to work that way. I've noticed I do more damage as I level, regardless of the gear I'm using. Also, I've seen some level 42 gear; wondering if I'll ever actually get that high, as i'm only 22 right now and the 32-35 stuff seems very, very far off.
If you look at how the game is current set up (skill tree maxes at level 30) you are not meant to go much higher than say level 35.

This is not verified. I read (I forget where, so don't ask) that the expansion pack will allow for higher levels.

Just to be clear, You do get XP for enemy kills...Not much at all (2XP per kill) , but you do get some XP. I think this is where those little 5% extra XP bonuses can come in handy.

Yes it seems to idea is to keep people around level 35. But you can definitely achieve more than 35 (I started a new playthrough v1.05 and right after the battle of kaer morhan I'm level 32 ).
