Thanks for the additional information. That means that i can make a dual-boot system on my Kaby.

Much appreciated.
So the bad news is the average hardware ( that is affordable to most of the people) doesnt work or will have many problems trying so ?

What about this hardware: will it work ? and once done what would happen in case you have a dual boot? win 7 / win 10
The idea is to be able to choose from 7 and 10 like before with xp / 7
so far many solutions use win 7 Ultimate or similar, how about the common win7 64 bits Home premium ?

The affordable H310/B360 Cannon Lake chipset boards won't work with W7. The USB doesn't work at all. If you want a Coffee Lake CPU and Windows 7, then you definitely need a Z370 (or B365) board (Kaby Lake refresh chipset). It doesn't matter what CPU you put into it (G5400, i3-8100, i5-8400, i7-8700K, etc) or what brand of board (MSI vs Gigabyte) but it does definitely need to be B365 / Z370 and not H310 or B360, so yes that lowers the affordability of new budget Intel rigs with W7 compatibility.

Edit: There are new versions of the H310 called "H310 R2.0" that are W7 compatible but they're not always clearly marked.

Z370 + i3-8100 will work on W7 though it'll require a dGPU as Intel refused to release any driver for its UHD630 iGPU. Your only other cost effect alternatives are:-

1. A Ryzen based system, eg, B350 + R3 1200 or 1300X (but not the 2200G / 2400G APU's), or

2. A cheap H110/B150/B250 Kaby Lake motherboard and then find a 2nd hand i5-7500 on EBay (same 4C/4T @ 3.6GHz chip as i3-8100 at same price 2nd hand). This doesn't give any upgrade potential to hex-cores (which also isn't guaranteed for future 2019-2020 Ryzen chips running on W7 either) but there have been some bargains recently if 4C/4T is all you need and you don't care about future heavy-weight multi-player games.

Dual-booting between W7 and W10 is also no problem. I've tested that myself. If you install W7 first then W10 after, you get the W10 GUI boot-loader, if you do the opposite you get the W7 text-based boot-loader. Both work fine though either way. W7 does need the USB drivers "slip-streamed" though as mentioned earlier but that's a simple thing to do that takes less than 10mins.

Thanks, thats a lot of complicated tech info .....

What if i have nothing to recycle regarding current pc parts and have to buy all parts new ( i dont like a complete pre build system) problem is i need VGA and they dont sell vga compatible in local stores in my neighbourhood, and buying online is not an option, i know there are lots of older cards online thats support VGA ( i need that port)
so its only what i can buy in my hometown, there is lots to buy but 99% is all new so i need VGA converter for the monitor .

what does this need : can you please fill in the blanks ?

GPU: .............................. ??? type price

MOBO: ........................... ??? type price

CPU: i3 - 8100
CASE: already know what case i want ( easy to get)
win 10: required
harddisk : check ( easy to get them at a good retail price)

I assume SSD for windows 7 will be recognised ?

I could keep the old pc setup cause its old and hardly reusable but i still need a VGA GPU card ( for new win 10pc) preferably at least the same quality as the one i have: GTX 750 ti 2 GB , i know tehre are others but they have no fans and passive cooling doesnt seem safe enough for me .

Anyway the ideal thing would be to have one brand new case with latest hardware affordable ofcourse and a win7/win 10 boot , so 1 pc like i have now with 2 windows on it, but how will the bios work? i mean 2 different windows?

If you mean you need analogue VGA like a monitor input that looks like this, I don't think the current generation of GPU's do that. You'd need either a last-gen card with a 15-pin VGA or DVI-I output (that means the DVI outputs both digital and analogue, not just DVI-D which is digital only) and matching DVI-I to VGA cable. But if your 750Ti already does that, then you might as well keep that. If you need something more powerful, GTX 960 and 970 are the same "Maxwell" generation and offer analogue output via DVI-I and 2-4GB VRAM. They all (including your 750Ti) work under both W7 & W10, so you don't even need to change for compatibility reasons. It all depends on what games you want to run. SSD's work fine under Windows 7. SATA drives are natively supported whilst NVMe support can be patched in with same "slipstream" tool mentioned in previous post.

I don't know how to help you with prices or availability of components if you can only buy things locally and not on the Internet. Perhaps someone else here who lives in the The Netherlands is more knowledgeable about local computer stores in your country?

Guess I'll just be sticking with my i7-920. Here's hoping my mobo supports new GPUs.

It's a great option to have. Although I still rely on W7 being my primary :)
Following AB2012's advice above, I just put together a Z370 system with an I9 9900k and some 4 GHz DDR4, running Win7, and it works flawlessly.

Z370s are getting hard to find, so if anyone is interested in throwing together their last, fastest, Win7 system, now would be the time.

Nah, all you need is a converter (HDMI-to-VGA or Displayport-to-VGA).
Here's an example:
