It is legal. There is no law that says its not legal.

If you're buying keys from foreign retail copies then that could be bad news for games that are activated via Steam as you could wind up with that country's version of the game, including language options not including English and the censorship imposed on the game in that region.

And the fact that Valve have removed user access to games in situations where people bought budget region copies for use elsewhere.
Like more people are telling isn't not legal. Buying games and selling the keys isn't something publisher want.

Or worse, people can get their games removed with no recourse. I remember people paying very little money for The Orange Box CD keys bought from online resellers in Thailand... and they had their keys revoked.

Note that selling the CD keys is perfectly legal in Thailand. A lot of sellers do this to help people save money on postage. But only in Thailand.

They might not want that, but there's no law against it. First Sale Doctrine applies, and regardless of what the publishers might want once you've paid for the copy there is precisely nothing they can do to prevent resales.

Personally, I'm not familiar enough with the service to know or particularly trust them, but the folks claiming that it's illegal do have the burden of proof in this case to actually prove that it's not legal.

EDIT: I'm not personally sure I see the difference between this and my buying a game from Foxhack and not insisting that he send me the actual physical copy rather than just the key.
