Uh, the Celestial Sigil you need for the Guild Hall can be bought from a trader near the NPC where you register your guild, there is no need to go to Hall of heroes.
I've bought mine that way.

Is it worth salvaging stuff at the near the beginning of the game? I'm at post-searing Ascalon and am seeing a bunch of trapping that are salvageable. Should I use the more improved salvage kit?

Do not salvage items "at start" it is not so profitable, but do id items before selling them to merchant.

Paid 7 plat for ours and got ourselves a storage agent and general merchant. Oh yeah, we now have a guild hall.
